Job Description

This position is home-based and works closely with the Head of Construction to ensure successful project delivery and continued growth of the business throughout the UK. The Development Manager will have a proven track record in the delivery of housing schemes (preferably supported housing) in addition to demonstrable working knowledge of building contracts and development/funding agreements. A sound understanding of sustainable delivery (including modern methods of construction) is also required.

Purpose
Responsibility for the appointment and management of professional teams and contractors throughout the development process. Ensure that documentation reflects the company, purchaser, occupier and funder requirements and that all projects are delivered within approved parameters, on time, to quality and within budget.

Accountabilities
” Assist as necessary to obtain supporting information required for land/site purchases in conjunction with the Acquisitions Team and Solicitors.
” In conjunction with relevant parties, prepare and communicate the Development Brief.
” Advise on project programmes, indicating critical decision dates.
” Advise and oversee the appointment of the Design Team, taking into account fees, cashflow and programme.
” Advise on and assist with negotiation of Agreements for Lease and Development Fund Agreements with occupiers and purchasers.
” Manage the EA and QS, ensuring the project is within agreed costs.
” Maintain strong working relationships with Monitoring Surveyors and tenant organisations.
” Ensure professional teams liaise with statutory authorities.
” Lead procurement activities and Building Contract negotiations.
” Ensure insurance provisions are in place in anticipation of contract execution.
” Secure approval to start on site in accordance with the company’s procedures.
” Monitor construction ensuring compliance with the Development Brief.
” Monitor and authorise contract payments to ensure the contract sum is not exceeded save for contract variations. Gain authorisation for any projected overspend.
” Throughout the project, liaise closely with the Contractor and the Professional Team to ensure that projects are completed on time, within budget and to the Development Brief.
” Advise and assist in matters required to achieve Practical Completion.
” Assist in the advertising, marketing and letting of the project.
” Ensure remedial action is taken on defects and oversee tenant fit out requirements.
” Provide written progress reports and financials for Investment Committee, budgets and appraisals.
” Liaise closely with the Head of Construction in all aspects of the development and delivery cycle.

Person Specification Competence

Essential:
” Knowledge of Microsoft Office packages
” Knowledge of PM related IT systems e.g. Microsoft Project
” Experience of managing multiple short-programme projects simultaneously
” Full project delivery life cycle experience
” Strong influencing skills
” Resilient and tenacious
” Ability to work as part of a multi-disciplinary team
” Ability to use initiative and work autonomously
” Highly organised
” Experience of meeting / reporting to strict deadlines
” Ability to work under pressure
” Excellent communication / negotiating skills

Desirable:
” Professional Qualifications – MCIOB or MRICS
” Minimum 10 years’ experience in property development
” Experience of project management from the Client’s perspective
” Detailed knowledge and experience of JCT D&B fixed price contracts
” Experience of negotiating AfL and DFAs
” Experience of sustainable design and delivery
